Reggie Samuel is a Harvard Certified Board Director, investment executive, and operator with a proven record of building institutions that perform at scale. He is the Founder and CEO of The Leumas Group, an integrated real estate and investment platform delivering affordable housing development advisory, property operations, and investment management services to governments, pension plans, and institutional capital partners nationwide.
Under Reggie’s leadership, The Leumas Group has grown into a 120-person vertically integrated platform operating at the intersection of public policy, private capital, and community outcomes. The firm is increasingly recognized for its ability to execute complex affordable housing strategies that require disciplined governance, operational rigor, and long-term capital stewardship. Reggie’s work positions Leumas as a leading emerging investment manager in the affordable housing space with the infrastructure, mindset, and credibility to scale.
Earlier in his career, Reggie served as an Investment Officer with Equity Residential, founded by Sam Zell and the largest publicly traded multifamily REIT in the United States. During his tenure, he was directly involved in more than $3 billion in apartment acquisitions, dispositions, and portfolio strategy initiatives. This institutional foundation shaped his approach to risk management, capital allocation, and performance accountability.
In 2015, Reggie was appointed by Governor Terry McAuliffe to the Board of Directors of Virginia529, the largest college savings plan in the United States with more than $110 billion in assets under management. He served as Vice Chairman of the Board, Vice Chairman of the Investment Advisory Committee, and on the Compensation Committee, gaining deep experience in fiduciary oversight, executive compensation alignment, and public trust governance. His board work is reinforced by formal certification in corporate governance from Harvard, equipping him to contribute immediate value to boards navigating growth, complexity, and public accountability.
Reggie is a graduate of Virginia Tech’s Real Estate Property Management program, where he attended on a full athletic scholarship while competing on the Hokies football team that advanced to the College Football National Championship. His experience as a Division I athlete informs his leadership philosophy, emphasizing discipline, preparation, accountability, and team culture. He began coaching high school football in 2015 and remains actively involved as a defensive backs coach (Riverbend High – Fredericksburg, VA), mentoring young men and supporting coaching staffs through organizational structure, leadership development, and operational execution.
Beyond his professional work, Reggie is deeply committed to public service and policies that strengthen families and communities. Reggie lives in Fredericksburg, Virginia with his wife, Athena, and their five children.
